PROGRAM:   Lion Ed Ball presented Mr. Don Walker, a 23-year reporter with the paper and is currently the City Hall Reporter of The Shreveport Times.  Don had in his possession the City of Shreveport proposed budget for 2006 -- $398 million.  Don reminded us that we don’t have to wait until Election Day to give our opinion about City government – call your Mayor or Council person anytime.  He gave us some of his perspectives on the budget.  He pointed out that if all the monies owed to the city were to be collected, that would be over $40 million (code violations, unpaid parking/moving fines, tax adjudicated properties, false alarms fines, etc.) which would more than amply pay for the increased budget.  Don reminded us that next year 3 of the 7 council seats will be up for grabs along with a new Mayor.  He suggested some of the names we may see in the upcoming elections.  Wow – Don really gave us a lot of up-to-date information about our City – it was really a great presentation!!!
